Civil Service was established by the Pendleton Civil Service Act of 1881. Chester A. Arthur was sworn in as President of the United States, after the assassination of James Garfield. Bitter political battles had been in play for many years over the spoils system and how it related to unions. Garfield’s untimely death was a result of this strife. President Arthur became committed to end this system and implemented the new form of hiring for government positions.
