Upcoming Public Open House: May 21, 2026 at 4PM-7PM
The city of East Liverpool, in coordination with the Ohio Department of Transportation (ODOT), would like to invite you to an open house to receive your input on a study being performed for a section of State Route (SR) 39 in Columbiana County (see below for study area location map). This open house will provide an opportunity to review various potential design improvements (alternatives) that have been developed to address deteriorating road conditions and improve safety.
This section of roadway is in severe disrepair and requires improvements to maintain safe and reliable freight movement, commercial activity, and local travel. SR 39 was last resurfaced in the late 1990s and was originally built in the mid‑1900s over former trolley tracks, using a base that is not adequate for today’s vehicle and truck loads. The roadway also narrows significantly along the corridor and currently combines travel lanes and on‑street parking without clear separation, creating safety and operational issues.
The purpose of the open house is to explain the overall study, present the alternatives developed so far, answer your questions, and receive your input. Since the project is currently in the study phase and no alternative has been selected to advance into design yet, detailed environmental impacts, right-of-way information, and specific detour information are not known at this time. Additional studies and public involvement will occur in the future to inform the public of project information and potential impacts.

As this is an open house meeting, you’re encouraged to stop by whenever is convenient between 4:00 p.m.– 7:00 p.m. to view project exhibits, chat with project team members, and submit comments at your leisure. No formal presentation will be given.
